Think of the premises your question assumes; I'll list some of them.
1) There are hallucinations
2) Chemicals can affect brain function.
3) There are chemicals
4) There are brains.
5) There are perceptions.
6) Brain function can affect the way one experiences one's perceptions.
7) etc.
How is it possible to know any of these premises without knowing that your perceptions are accurate?

I disagree with this in part; positive emotions (or any emotions, for that matter) are not the standard of value, but they are values.
