Like, initially, only admins and moderators have the right to add or subtract to your karma, and when it gets high enough you get that right too. We could also have the sticky post explaining the criteria for rating. Those features combined would promote just ratings and allow only trusted members to rate. Instead of a limited 1-5 rating, a person can get negative or positive points from other users based on how helpful or unhelpful they have been in their encounters.
