The US government disallowed some gambling sites that were based in Antigua. Since gaming is covered by the WTO, Antigua filed a complaint, saying that the move by the US had cost it over $3 billion. The US said its move cost Antigua $500,000. The WTO decided that the loss to Antigua was $21 million Here comes the twist: The WTO says that Antigua can go ahead and violate copyright and IP with respect to U.S. goods, as a mechanism of recouping this $21 million.
