The link to the PDF seems to go to a document that says it is from late December of last year. While trying to look for a more reliable source, I found this article that says it is from late May claiming that for now at least, that proposed internet tax by WHO to fund vaccines and such for poor countries was dead. Fox News article about it So, unless that thing you cited has some more up to date information that I missed, or there is information you know of elsewhere which says it is back to being seriously considered again, I think we may be able to rest a little easier on this one for now at least.
