They are illustrations, that is to say, they illustrate a concept (political, humorous, etc.)This is not to say that some don't exhibit great expressiveness and/or technical skill(Hal Foster of "Prince Valiant" comes to mind), but they operate on a different, lower level than do the great artists of the past.
