If I remember right, he tried that. No, he didn't officially take over, but he told his captors to undo all the regulations and they balked. So, essentially, they were allowing him to take over if he was willing to be a chief central planner within a system of high statist controls, not otherwise.

This. He did it to show them the truth of what they were offering - A compromise to keep them in power. There was no way to do that and he told them as such.
