IF we can get rid of the bloated FBI/CIA/Defense Dept bureacracy and replace it with a decentralized, part-citizen watchguard program, I think we would have a much cheaper and more effective security agency. This creates an incentive to join TIPS (also known as "become a party member") so your loyalty isn't questioned, and to further turn in citizens you have a beef against for detention and "questioning".
