If you could identify an aspect of what it is to be some given effect, would you call that knowledge inductive?
If you could discover such an aspect through a process, would you consider that process inductive?

I do not know a lot of physics, nor am I particularly familiar with the history of the discoveries science has made about heat. If I am not mistaken, Harriman does regard your example as a causal basis for induction.
