That means counting time from that point onward... imagine being technically legally allowed to purchase alcohol at 13, qualifying for senior-citizen status at 40, getting a full SS pension at the same time, and other age-related legal matters. Someone hasn't thought this through all that well, having instead just came up with an out-of-context idea and ran with it because it suited their sociopolitical agenda.
