If you can put a satellite into orbit, you can drop a payload anywhere on earth; it takes a less powerful booster (given the same size payload). However, they may (or may not!) still need to work on their accuracy. The next thing we have to work on is nuking these people back into the stone age (to match their philosophy) before they have a nuke. (I should clarify it doesn't necessarily have to be nukes but they sure seem to me to be the most efficacious way of dealing with the problem.) But, come to think of it, it could go either way you described. Edit: I should say Iranians in space because not all Muslims are Tuskan-minded.
