Because it looks a lot to me like they are saying "This isn't a problem, BUT IT COULD BE SO REGULATE IT!" Also, does having a typo in paragraph 12 make this less credible? BTW it is not regulated.- The 7000X heat transfer efficiency grabbed my attention. Could PFTBA be a super efficient refrigerant?
