WMD’s are not very effective against thugs – they are too many of them, and they grow back like weeds. But they are very effective against those who bankroll terrorism – the dictators and the regimes that support terrorism. Looting enough funds from a society to support sustained and organized terrorism requires a fixed infrastructure – one that can be destroyed by a single well-placed nuke. The point is not to advocate nuclear weapons as such, but to demonstrate that only the use of massive retaliatory force against the instigators of terrorism can win the war against it.

The main reason that would ever happen is that the offending country was never beaten to the point of surrender.

It has a lot to do with how America is willing to fight a war they get involved in.

Praxus, when America fights a war on one hand and drops humanitarian supplies simultaneously, that's no way to fight a war to vanquish an enemy.
