Adverse Possession

Can anybody help answering how the changes made by the Land Registration Act 2002 has led to adverse posession no longer operating as a 'thieves' charter'.
As far as I can tell, it limits a person's power to steal the land. Adverse possession is legalized theft, which no act can change. What the act does is narrow the conditions for adverse possession. At least, that is how I understand the act.
