softwareNerd
Perhaps, but for a document meant to limit a federal government, it seems a bit odd listing rights of individuals. Or are you suggesting that it should have highlighted, as it's purpose, the protection of individual rights?Yes. The only legitimate reason for the existence of the Federal government -- or any government -- is the protection of individual rights. So, the primary purpose of any country's constitution ought to be the protection of individual rights.
softwareNerd
Timothy Sandefur points to a suggestion by Thomas Jefferson that laws should go into effect a year after they're passed, to allow stability of law. (With 2/3 rd majorities able to enact immediately-effective laws.) It would probably be an improvement, but also probably too tiny in its impact.
