Sure they can. Under laissez faire a person cannot murder someone or steal their property NOR can they aid and abet someone who does. If someone prevents an authorized agent of the law from pursuing or apprehending a criminal, he is aiding and abetting a rights violator and that cannot be permitted.

Police act to protect individuals rights. Does that mean they shouldnt respond to safety needs from others, such as someone threatening to shoot himself in the head, etc?
