In principle, if we had the arguments from the two sides, we could judge. There is a lot of factual material about Pacific Gas that simply isn't known. What are the actual property rights of the landowners around Hinckley? I would not be surprised if there action was a form of trespass, but since it involves groundwater, you have to know who owns what, and that's not self-evident.
