Governments have come and gone over the tax levels, but still, they are addicted to their entitlements. They just can't get the contradiction. The ultimate "plan" is to maintain the system of entitlements, and replace taxation as the source of income with oil revenues (which they mostly are not spending). As much as I hate to wish misery on any man, I hope they self-destruct into a pile of revolutionary rubble. So many liberals like to use them as a poster child for how socialism succeeds, so I would love to rub it in their faces and say, "See? I told you so!" The state resists spending the revenues, preferring to bank it, but the citizenry is inclined (I don't know what the percentage is) to spend it to get tax relief.
